Yet more rubucop cleanups

Use a rubocop_todo file.

This stops things from becoming overwhelming (10,000+ warnings at
the moment) and allows us to work through things slowly.

Ignore spacing in metadata.rb files.

It's a convention to line up the name, description etc at the top of
these files so disable that rubocop check.
