Added the option to limit the tags creation. It will defaults to false, and there is no interface for an admin to load a bunch of tags yet.

Fixes OSQA 275, Password changing is not reliable.
Makes superusers able to change any password without having to type the old one.
Makes old passwords to be check against the db in every circunstancies.
