Add permalink button to changeset comments

Add a chain symbol button to the end of the line
(instead of formatting time_ago as a link
and losing the visibility of the exact timestamp
on hover).

As suggested at
https://github.com/openstreetmap/openstreetmap-website/pull/4789#discussion_r1980994254.
