Fixes OSQA 275, Password changing is not reliable.
Makes superusers able to change any password without having to type the old one.
Makes old passwords to be check against the db in every circunstancies.

Closing OSQA 201, Add a "site maintenance" switch and page.
We can define some ips that are allowed to access the site normally, and also a message to display in the maintenance page.
These settings can be adjusted (add/remove more ips, change the message) while in maintenance mode.

Fixed multi-line translations - OSQA-238. Additionally fixed the broken links in all these translations.

don't humanize the min and max # of tags. It causes weirdness with translations and gender.

Added a new optional setting for "support" URL that gets shown in the footer
Changed "provacy policy" to "privacy"
Added a new optional setting for "contact us" to show in footer instead of oled "give feedback"

Merged FAQ and About into the same template, and added a special folder markdownext which gets added to the path dinamically so we can put normal markdown extensions there.
Made the settings markdown parser abble to parse any setting.

* moved opensearch into the core, uses a template file to render. Also seems to work in firefox now. Should also work if running in a subpath
* fixed OSQA-252 - search queries stay in the search box after searching.
